ISO: smooooth icing

Misc.

I am looking for a sugar cookie icing that looks smooth like the smiley cookies
at Eat N Park, etc. I've tried painting, dipping. I read somewhere about
putting on "primer" coat but would really like something more simple. Thank you
for any help.
