ISO: What is the proper care of the rhubarb plant?

Misc.
It seems that everyone I ask has a different opinion about these two questions...
1) Should the stalks with the seed pods be removed as soon as they appear?
2) When picking, should the stalks be pulled out or cut off?
Thanks for any help.
