Hi Judy,
I think velcro would be fine, use it instead of the staple gun. If doing it
that way i would put longer runners with the rough side glued to the chair
bottom then several shorter lengths of the soft on the slip cover -- that way
you can adjust with out too much frustration. The soft on the part to be washed
makes it not get "linty" suring the wash.

I would prewash if you plan on washing it later. Well that is best for any
fabric for ease of sewing -- the fabrics have hidden films that gunk up needles.
Will you need to pipe it? If so you might want to pick up a soller foot but not
nessecary.

look at it this way -- you can ALWAYS make trow pillows for same room if the
slips do not turn out! they will though.

I prefer useing the fabric method -- it lies and hugs the contours of the chair
better. What is the chair like? Is it tuffted? That would be harder to work
around. Just look at it like you are making it a "dress" that would be velcroed
in the end to the bottom side!
