Hi Rocky -
Never aving been to New York, I'm not sure if this is what you are looking for, but it is a very refreshing ice:
4 cups milk (I use 2%)
1 1/2 cups sugar
3/4 cup bottled lemon juice
2 fresh lemons juiced and zested
Stir together milk and sugar until sugar is dissolved. Add the juice of two fresh lemons and the bottled lemon juice. Stir in lemon zest.Pour into 8X8 pan and freeze. About two hours into the freezing process, stir thoroughly. Continue to freeze until firm. I usually take it out of the freezer approx 30 min before serving so it will be softer.
