ISO: cocoa substitute for chocolate chips

i received several pounds of hersheys cocoa powder. During the holidays I make a lot of chocolate fudge and each recipe requires 3 bags of chips. Can I substitute the cocoa with the proper additions to it, whatever they may be? It would save me a wad of money. chocolate chips are melted down anyway. Thanks for your help.
