ISO: How do I make a Candy Bar cake? (NOT BAKING)

I was wondering if anyone knew how to make a "Candy Bar Cake". This is more of an arts and craft project. It is round w/ wrapped candy bars that are either tied w/ fancy ribbon or hot gludded on. It looks pretty easy to make, but I don't know where to begin.

If you google ' Candy Bouquets" then you will see what a candy bar cake is.
