ISO: Candy Bar Cake (NOT BAKING) - question

I was reading about the "Candy Bar Cake" as a craft project from March 19, 2007 MSG ID: 132309. It sounds really cute... but since I have never seen, or heard of this before can you tell me what it is for ?? Is it a centerpiece or some kind of decoration for a party ? Is there any site I could check to see a picture. I'm kinda confused about this, but very interested.
