ISO: Norwegian meat pies and potato pancakes with white gravy from Junction City

We love these two items at the Scandinavian festival. Any ideas? The gravy is very white and peppery and goes over the potato cakes.The meat pies have potatoes,onions and cheese in a really flaky crust and the line is always very long.
