ISO: What is the correct temperature for medium rare beef?

I spent over $75.00 for a prime rib roast at Costco for Christmas 2007. Every cookbook and recipe that I had gave a different temperature for medium rare. I OVER COOKED IT!

Here is my question: If the temp. for medium rare is 135, and the meat must rest for 15 minutes while the temp. rises at least 10 degrees,won't the meat be overcooked at 140 or at least not medium rare? Thanks for any input.
