Good morning. Linda the key here is "Fill with enough liquid to the level of the garlic to cover". Sooo, Place purched garlic in a bowl. Then place enough liquid to cover. When doing that measure the weight of the liquid. EXAMPLE: 1 cup of water is 8, oz. so let's assume you place in 4 1/2 cups. That is 36 oz. Divide that by 3 That equals 12, oz. Now multiply the 12 oz by 2 so you need 24 oz of water & 12 oz of distilled vinegar.
