Recipe(tried): Hershey's Cocoa Fudge recipe - Help

I used the Hershey's cocoa recipe for cocoa fudge from the container of Hershey's cocoa. I made it just like it said, but it turned out gummy on the outside and the right consistency in the middle. What have I done wrong? I have nice waterless stainless steel pans that I use--could it have cooked to fast & too hot? I used Med. heat, like it said. I did have a candy thermometer (not standing on the bottom). Hope you can help
