1 cup cake flour, sifted
1/3 cup cocoa
1/2 teaspoon baking soda
1/4 teaspoon salt
1/4 cup butter or margarine, softened
3/4 cup sugar

1/2 teaspoon vanilla
1/2 cup water
FOR THE FROSTING:
1/3 cup sweetened condensed milk
1/2 cup semisweet chocolate chips
1 tablespoon butter
Preheat oven to 350 degrees F. Well grease 12 muffin pan cups.
