If your pastry falls apart, it is probably one of two reasons. Either you have not added enough water or the dough needs just a bit more mixing. Now granted, you only want enough water to make the dough stick together, but if after you have added the water the dough is not sticking together, it needs a little more liquid. For the second alternative, it's true that the less you handle pastry dough the better (unless you are making tortillas or strudel dough, which you want to be a little durable), but if you have added enough water but not mixed it sufficiently, you may need to mix just a little more.
