ISO: Puerto Rican Rice and Beans

I had such good luck this morning find the custard recipe. I thought I'd try my luck with this. My family and I lived at the Air Base in Puerto Rico when I was younger. I was hooked on one of their dishes. Simply called "Puerto Rican Rice and Beans". Can anyone help?
