ISO: Sugar Cookies

I am in search of a tried and true sugar cookie recipe. I was given a box of red plastic cookie cutters marked HRM with a crown surrounding those letters. Under the box lid was a wonderful recipe for sugar cookies. All I remember about them is that they had cream of tartar in them and you rolled them out on a cutting board using confectioner's sugar instead of flour. My grandkids just came to live with me and I am so upset that I can't find the recipe or the company.
