Everything is correct.
I went into file, clicked on open, then entered the addy straight from your question on the TKL page and it came up, no problem.
Did you remember to insert the little ~ after the slash and prior to entering bob?
You could also get in by putting in

Http://www.sw.ru/~bob/foods/rec.food/recipes

This will give you Bob's catagory listing.
Scroll down to pasta and go from there.
