Proofing yeast

Sprinkle the yeast into wrist-warm water about a 1/4 cup. I usually add alittle sugar maybe 1/2 teaspoon or so. It should bubble up in about 5 minutes. I usually start the yeast proofing before I get anything else out or measured. If that doen't work for you, I don't have clue as to what is going wrong.
