re: caramel with sweetened condensed milk

Rachel, if you are using a recipe that calls for melting caramel candies in sweetened condensed milk, as a topping for brownies or cheesecake or something like that, yes it will stay soft and liquid-y. It's a little hard to say, otherwise, unless you post your recipe. If you'd like to post your recipe, maybe we can figure out what the result will be like by comparing it with other recipes.
