I am russian korean from Almaty, Kazakhstan, and I know exactly what dish you are looking for. We call it "morkov'-cha", the first part is taken from russian (carrot) and the other is from korean (salad). It's quiet easy to make but Im used to cook it "by eye and tongue" and don't know exactly how much of ingridients you have to put. I tell you what, let me ask my Mom (she is GOOD with it) and I'll get back to you on this!
