This could be quite a challenge, hope you have time to experiment with several small cakes before the wedding.
I'd start with a basic scratch white cake recipe & add just enough Nestle Quik powder to make the batter look & taste like a light milk chocolate, bake & cool. Split each layer & make a 'dam' right near the edge, encircling the layer. Use a stiff light milk chocolate icing (basic decorator buttercream w/ Nestle Quik to make it a pale milk choc. color/flavor for the dam. Spread center inside the dam with caramel, try a thick caramel ice cream topping ie: Mrs. Richardson's. Top the caramel with a layer of your light milk chocolate icing. Add top layer. Ice cake with a milk chocolate ganache & chill.
