I believe the Whipped Shortbread recipe is correct. Maybe the butter mixture wasn't quite soft enough when the flour was added? Or maybe there was a little too much flour used (flour wasn't stirred to 'fluff it up' before measuring). You can add milk or water a teaspoon at a time until the dough is the right consistency. Or, to keep the richness you can soften some butter and try adding that to the dough. If the dough still doesn't want to cooperate for making drop cookies you can press it into a baking pan (a round cake pan for wedges) and bake until done (but not browned). Cut as desired.
