Hi Ron - It appears from your question that you want to replace the breadcrumbs in the stuffing for braciole (stuffed steak rolls). Without seeing the recipe I can only guess, but I think that it would work just fine using cooked rice instead of the breadcrumbs. You can also find a whole foods/healthfood store that sells wheat-free bread (made from other flours, like rice or chick-pea) and make crumbs from that (but, my cousins live in Hollywood, MD and I know you won't be able to find a store like that down there!).
But, it also sounds like you want to make arancini (rice balls filled with cheese, coated in crumbs and fried) as a starter? In that case, you'd be serving rice starter and rice in the main course, so that might be a lot of rice for one meal, so I'm not sure if you would want to use the rice. You might want to adjust your menu and make a different rolled beef dish - layer it with prosciutto and provolone, for example, with a leaf or two of fresh sage or basil inside, instead of the bread stuffing filling.
One more idea - the breadcrumb coating for the arancini might be difficult to replace, too. If you can find rice flour (also called Mochiko - look at the supermarket in the Asian section), you can use that. Do a double dip with the egg wash to get a nice coating on the outside. It might work.
