It sounds like something my grandmother used to keep stocked in her fridge that she called "hot pepper vinegar" and we used it on collards mostly. She didn't can it or freeze it, she just made one jar and it kept for a long, long time - Mom said she thought it lasted for about a year - I'm not sure about that.
Basically she used one of the clear glass salad cruets you find near the powdered ranch dressing in the grocery store and she would fill it with mostly whole clean hot peppers. Then she would fill it up with apple cider vinegar and keep it refrigerated. The vinegar would take on some of the heat and flavor of the peppers (I'm not sure how long it took for the vinegar to take on the pepper flavors) and we just dribbled it over the food we wanted it on. When the vinegar was low she just refilled it and the peppers kept fine. I don't recall it ever going 'bad' or anyone getting sick from it. I think this may be a 'southern thing'. ;-)
