Hi Alicia,
If you are making candy you should be able buy the oils at your pharmacy. I would not substitute in candy making.
If baking I think you could use orange extract but may need to double the amount.. or you can grate some orange rind... and use it along with extract for an excellent orange flavor. Give it a try and I think you will be satisfied.
