Here in Germany we have something called " Steak Tatar" or just " Tartar". As I am not a friend of raw meat i have never actually eaten it, but I own several recipes for it.
It is usually served on individual plates. Ground ( or even better finely handcut ) beefsteak is heaped in the center of a large plate. In a depression on top put a very fresh egg yolk. All around put chopped onions, dill pickle and pickled beet roots in little heaps, alternating in colour.
Put salt, pepper, paprika (mild or hot),dijon-style mustard on the table. Serve with fresh rolls and a green salad.
To eat, everybody makes their own meat-egg mixture by combining the ingredients they like in quanities they like with a fork. You may spread it on the bread or eat it aside as you like.
