Here's the way I fix it.

1c. sugar
1/4c cocoa
1/2c flour
1/2 stick butter
3c milk
Mix first 3 ingredients well. Melt butter in pan. Whisk 1st 3 ingred. into pan.
Slowly add milk. Stirring constant until thickened. Serve with biscuits.
