I found one reference to a Strawberry Tall Cake in an article from the Viriginian-Pilot on May 17, 2007 in the i Saw That! blog:
"The strawberry tall cake is made like this: cut an angel food cake horizontally into several layers then put it back together but first add strawberry Cool Whip and sliced strawberries between each layer as well as on top."
If this isn't it, there is an online archive for the Virginian-Pilot and they offer a 50 cent day pass:
