ISO: Help with Cookie Exchange

I'm tossing around the idea of having a Holiday Cookie Exchange with some of my neighbors. Does anyone have ideas for me? I'd like to know what the best time of day is to hold this, what should I serve? Should I include husbands and kids? Any ideas would be great!
