ISO: Hot Pepper Jelly didn't set

I tried to make Hot Pepper Jelly yesterday and this was my first effort at making a jelly. I followed the recipe, except I used dry powder pectin instead of liquid pectin. Unfortunately the consistency was not like a jelly...and instead like a syrup. Can anyone suggest a way to fix it, or what I should do next time to make sure that it works?
