You can buy Ball's Pickle Crisp and add it to your brine before you put it in the jars. It is the same thing the commercial industry uses. It has worked for me really well.
Otherwise, as said, it could be your water or that your cukes are not fresh. They need to be made into pickles within 24 hours of being picked.
You can also soak the cukes in ice water before making the pickles and that can help, too.
