Hello redickbj,
You can add dried fruit at the beep that happens during or at the end of the second kneading. Don' t worry if it's at the end of that kneading, there will be a "punch down" of the dough for a couple of seconds that will mix it in before it starts rising. Since you're making hot cross buns (or with any dough that you're removing to shape and bake in the oven) you can wait and add the dried fruit to the dough when you remove it from the machine.
