ISO: Barnacle Bill's Seafood (San Antonio, TX) Vegetable Rice Recipe

I am requesting a recipe for the vegetable white rice served at Barnacle Bill's Seafood in San Antonio, TX. There were 7 locations in San Antonio, but all are closed now because the owner Mr. Paul Vance passed away a few years ago. The rice was a simple white rice with mixed vegetables like carrots and celery and seemed to only be seasoned with salt and cracked black pepper. The problem is, I can't seem I recreate it!
To my knowledge, this restraint is in no way connected to other restaurants with the same same in other states. It was a local San Antonio, TX based restaurant and never had locations in any other cities or states.
Any information would be greatly appreciated! I've asked a former cook from the location I worked at as a hostess but they can't remember because we worked tree in 1994-1995.
