ISO: Linda Lou ?

The judge at our fair docked us on most of our entries for improper head space. We have always used the Blue Book. The judge uses the book "So Easy To Preserve" from University of Georga. She says the USDA has changed the head space and the Blue Book is no longer valid, that we should use this new book. Is she correct? I also see this new book has different processing times (most shorter) and different altitude adjustments. Due to this I still use the Blue Book. Has the USDA changed anything?
