How about something pretty with potpourri?

With an appropriate fabric print (there are beautiful seasonal fabric prints) for each grandmother, make a potpourri decoration in an embroidery frame, highlight with lace. You can enhance the print by outlining the picture(s) with gold or silver paint pens. This can be used year-long in bathrooms or bedrooms, or even entranceways.

At a dollar store, you might find suitable potpourri jars for $2-3 (I did). Give her the jar and a small bag of potpourri for it. Check your local craft stores for potpourri sales. Or look for a coupon in the craft store ad and get it for 40% off.

Another idea is to buy bars of clear soap (you can get them for $1 on sale). Melt them down, and pour into molds (a small can, or buy a soapmaking mold at the craft store sale). You can add herbs and/or dried flowers to the soap if desired...perhaps a small charm, too. Or leave it plain. You know their tastes. Put in a box or attractive jar (check your dollar store for these) and tie a pretty ribbon around the jar.

You might consider going to the archives and getting the recipes for cake or bread in a jar. (You'll need wide-mouth canning jars.) These plus a pkg of her favorite tea or coffee is sure to be welcome.

Hope this is helpful.
