You can safely can fruit in just plain water or fruit juice. Apple juice or pear juice works well.
Fruit will be softer in just water or juice. The sugar in fruit helps keep it more firm and also won't float as much.
It is safe, though.
Process the same as fruit with a sugar syrup.
