I have asked around and looked in tons of cookbooks for the frosting/filling recipe you requested. The one my friends and I use, is the same one posted on the baking and breadmaking board here at Recipelink:

This filling is the texture of whipped cream. I know you said "not butter", but I wonder if the recipe you originally tasted used butter but was called shortening "back in the day"? Just be certain to cool the flour milk mixture really well before mixing with the creamed sugar mix. Enjoy!
