Teflon coatings can't generally safely withstand higher-than-medium temperatures. Chemical changes occur when they're heated too long at a too-hot temp. So it might be better to discard it, hard as that may be to do.
If you want to proceed anyway, put a large handful of baking soda in the pan and pour a few cups of boiling water over it to dissolve the soda. Let it simmer over low heat for 1/4 - 1/2 hour. Turn off the heat and let it sit overnight. The burned area will probably lift right off. But if the coating itself looks different underneath the scorch, bite the bullet and get a new pan.
