Not sure if you are still looking, but I found this recipe online about 2 years ago. I used to work at Harrigan's and it is spot on.
NEW ORLEANS POTATOES
12 small new potatoes
1 (8 oz.) package cream cheese (neufchatel works well)
1 (8 oz.) package lowfat sour cream
1 stick (1/2 cup) butter
2 cups grated cheddar cheese, divided use
1 package bacon, cooked crispy and crumbled
4 to 5 green onion stalks, chopped
White, black and cayenne pepper (to taste)
salt (to taste)
Preheat oven to 350 degrees F.
Clean and chop potatoes, boil in salted water until fork-tender. Drain.
Begin mashing potatoes with electric mixer on low, adding cream cheese, sour cream and butter. Mix until creamy. (a few lumps are good)
Stir in 1 1/2 cups of cheddar cheese, the bacon and green onion. Add white, black, and cayenne pepper and salt to taste.
Spoon into a buttered baking dish, sprinkle top with remaining cheddar chesse and dust with cayenne pepper.
Bake at 350 degrees F 20 minutes or until the cheese is melted and bubbling. Let sit for 10 minutes and serve.
