Anna, these don't have a cookie base, but your post reminded me of them. I'm anxious to try the reply you got that sounds closer to what you were asking for, but thought you might like this one too.
PAYDAY-TYPE NUT BARS
16 oz. dry roasted peanuts
12 oz. peanut butter morsels
3 Tablespoons margarine
1 can sweetened condensed milk
10 oz. mini-marshmellows
Sprinkle half the peanuts in a 13x9 pan that has been sprayed with non-stick baking spray. Melt peanut butter and oleo together. Add condensed milk and marshmellows.(It's not necessary that the marshmellows melt completely)Pour over peanuts in pan and sprinkle remaining peanuts on top. Press to get them to stick. Chill and cut into bars to serve.
