ISO: caramels made with skim milk powder

about 15 yrs ago, or more, a few girlfriends got together to make valntine candies.
one was a caramel recipe that was to die for. it was odd, because it had skim milk powder, or milk powder as an ingredient.
i've been looking in many places for this recipe, and haven't been able to track it down.
hoping someone may have it, and recall it due to it's unique ingredient.
