Homemade Tootsie Rolls or Bit-O-Honeys
1/2 cup honey
1 tbsp. butter
1/4 cup unsweetened cocoa powder
1 to 1 1/2 cups nonfat dry milk powder
Combine honey, butter and cocoa in bowl; mix well.
Add enough dry milk to make firm dough. Knead until smooth.
Shape into small rolls; place on waxed paper. Let stand until firm.
BIT-O-HONEYS VARIATION:
Add 1 cup peanut butter, instead of cocoa and make candy which resembles Bit-O-Honey.

2 tbsp. butter
2 (1 oz.) squares unsweetened chocolate (or 6 tbsp. cocoa and 2 tbsp. salad oil)
1/2 cup Karo light corn syrup
1 tsp. vanilla
3/4 cup dry milk (nonfat dry milk powder)
3 cups powdered sugar
Melt butter and chocolate together. Add syrup, vanilla, and milk.
Knead in the powdered sugar with your hands until dough is shiny.
Roll into 3/4 inch rolls. Cut and wrap in wax paper.
Makes about 100 or so depending on size.

I know this probably isn't the recipe you're looking for but it's the closest to a caramel using instant milk powder that I found. There are also caramel recipes using regular milk - maybe one of those would give you a similar result? If you find your recipe please share it with us.
