ISO: Crockpot Corned Beef and Cabbage - question

I think something is omitted in the ingreients...you always need some kind of liquid when cooking in the crock pot, i.e. water, broth, beer or something. I have never heard of putting just the meat and dry ingredients into the crock pot. Correct me if I am wrong??
