Here are two pecan pie recipes that call for cooking the sugar mixture first. I don't claim that either of these is Luby's but maybe one will come close if someone doesn't turn up a better match.

From: Cookbook USA CD
Pam’s Pecan Pie
1/2 cup butter
1 cup sugar
1 cup light corn syrup
4 eggs, beaten
1 tsp. vanilla extract
1/2 tsp. salt
1 unbaked pie shell
1 cup pecan halves
Heat butter, sugar and corn syrup over low heat, stirring constantly until sugar dissolves. Let cool at room temperature while you beat together eggs, vanilla and salt. Add to the cooled mixture, mix well and pour into pie shell, top with pecan halves. Bake at 350 degrees for 50 to 55 minutes.
Southern Pecan Pie
1 cup sugar
1 1/2 cup corn syrup
4 eggs
4 tbsp. butter, melted
1 tsp. vanilla extract
1 1/2 cups pecan halves
1 unbaked 9" pie shell
In a small saucepan, combine sugar and corn syrup and bring to a boil. Boil 2 to 3 minutes. In a mixing bowl, beat eggs for 1 minute. Carefully add warm sugar syrup mixture, while still mixing, then the melted butter and vanilla. Stir in the pecans. Pour into pie shell. Bake in a 350 degree oven for 45 minutes.
