Recipe(tried): Roasted Red Pepper and Garlic Sauce (re: Chili's Grilled Chicken Pasta)

The following is the closest thing I've found to that amazing, orangish, creamy garlic sauce... I've never understood why Chili's stopped serving it! -Before you try the whole thing at once, try about 1/3 of the recipe and make adjustments where needed, --In the past, I've added a little oregano or basil (just taste as you go). Please let me know your results!?
ROASTED RED PEPPER AND GARLIC SAUCE
3 large sweet red bell peppers
6 cloves garlic
2 Tbsp. Extra Virgin Olive oil for roasting garlic
4 to 5 chicken breasts
1/2 cup butter
1 cup heavy (whipping) cream
1 cup half and half
1 cup finely grated Parmigiano-Reggiano (a micro-plane grater is best, have extra cheese at table for those who desire)
4 teaspoons curry powder (to taste)
Salt and fresh ground pepper (to taste)
1 lb Penne pasta, uncooked
1/4 cup fresh basil leaves, sliced into ribbons, whole leaves for garnish
Place peppers several inches under broiler, on cookie sheet. Broil until all sides are charred (use tongs to turn) Remove from oven and enclose in paper bag for ten minutes. Skin should easily peel off, then remove seeds. Cool peppers. Dice/mince fine, set aside) you can even use a food processor to blend it extremly fine if you want).
Preheat oven to 350 dgrees F.
Seal garlic cloves in foil after sprinkling with olive oil. Bake for 20 minutes until tender. Cool, set aside.
While waiting for garlic, grill your chicken then cut into long strips. (Grill about 4-5 chicken breasts.)
Melt butter in medium saucepan. Add diced roasted pepper and garlic. Stir over medium heat until until pepper and garlic melded. Mash remaining clumps of pepper for a good consistancy.
Add cream and half and half. Simmer, stirring frequently for about twenty minutes, then stir in cheese, curry powder, and black pepper. Stir constantly until cheese melts.
Pour over cooked Penne and top off with chicken strips to serve. Garnish with basil.
