I was a manager at whataburger and i can tell you there have never been bell peppers on a Whataburger
whataburger is made with pure 80/20 ground beef it is seasoned with salt and pepper only the whataburger is 1/4 in thick and is 4.5 inches wide it is grilled on a griddle style grill for 1:45 seconds on the first side and then 1:00 on the second side. the bun is a five inch bun specifically made for whataburger but you can use any fresh bun must be fresh whataburger uses a bun oil to toast the buns the bun oil is kinda like pam oil toast the buns then you put 1/2 ounce of mustard 1 oz of lettuce 3 tomatoes 4 pickles and 1/4 oz onion on the the top of the bun additional toppings are 8 jalapenos 1/2 oz mustard or 1/2 oz of ketchup.
