Hi Robert:-) This is a recipe that I found on the internet but it isn't quite the one you are looking for since it does not have a frosting. Maybe someone else will post the exact recipe you are looking for but, meanwhile, you could enjoy these. I hope that you do find the exact recipe.
Tart/Tassie Dough
Enough for 12 tarts (regular muffin tin size) or 24 tassies
1/2 cup butter, room temperature
3 ounces cream cheese, room temperature
1 cup flour
1 dash salt
Combine dough ingredients in a bowl and using your hands, work the dough well and knead for a couple of minutes. Wrap in plastic wrap and refrigerate for 30 minutes (or more) before proceeding with recipe. I have made up this dough up to 3 days ahead of time before using. Wonderful!
Brownie Tassies
Makes 24 tassies
1/2 cup semisweet chocolate chips
2 tablespoons butter
1/3 cup sugar
1 egg, beaten
1 1/2 teaspoons vanilla
1 whole hazelnut for each tassie
Preheat oven to 350F.
Melt chips and butter in saucepan over low heat. Remove from heat. Stir in sugar, egg, and vanilla.
Place a whole hazelnut in center of each pastry-lined cup. Top with 1 rounded tsp of chocolate mixture.
Bake for 20-25 minutes.
Immediately and very carefully using the tip of a pointed knife, gently knudge out each tassie out of its cup and transfer to a rack to cool. If they cool in the pan too long, they are more difficult to remove.
