Elaine, the vinegar BBQ sauce you describe is famous in Eastern North Carolina locales such as Rocky Mount, Weldon, and Wilson. Enjoy!
1 cup white vinegar
1 cup cider vinegar
2 tbsp brown sugar
2 tbsp red pepper flakes
1 tsp salt
1 tsp ground black pepper
Mix all ingredients together in a bottle, close lid tightly and place in refrigerator for at least 1-2 days before using. Give bottle a good shake periodically. Sauce will stay fresh in the fridge for about 2 months.
