This recipe appears in many places in response to a Google search for the Varsity Drive-In chili dog recipe. Incredibly it contains no chili powder. As a native Atlanta I can assure you that the Varsity chili is flavored with a lot of chili powder. I have made this recipe adding two tablespoons chili powder and it comes quite close to the real Varsity chili.
