ISO: Mexican Cocada (Coconut Custard) - question

I'm trying this recipe right know. I could not find the canned coconut but am trying it with bagged coconut flakes so far I have put about 10 ounces of coconut in the sugar water mix and it still has not absorbed the liquid, is there a difference in can and bagged coconut?.
