Did you sprinkle flour over them before you put them in the batter?? If not, that is what they will do. You have to put them (or raisins, or anything like that) in a bowl and cover them with flour and make sure they are covered with the flour. Then take off the excess and put them in the batter.

This should solve the problem next time.
